This multi-volume format was the standard print organization, so pilots could carry or reference the specific volumes relevant to their route without wading through a single enormous book. Having seven volumes helps manage updates and keeps each region’s data accessible and up to date. If it were only four, five, or six volumes, some areas would be less convenient to reference and updates would be messier to distribute.
